RECO operates as a designated administrative authority for the Ontario government. The Safety and Consumer Statutes Administration Act, 1996 sets the legal framework for this role. The Administrative Agreement is the contractual agreement between the provincial government and RECO. The Agreement clarifies the roles, duties, and responsibilities of the Minister and RECO in relation to the administration of the legislation and oversight of RECO.
